In the attached National Cattlemen’s Beef Association (NCBA) Audio Clip, NCBA Manager of Legislative Affairs Jason Jordan explains an important breakthrough for cattlemen in need of disaster aid. Earlier this week, President Bush signed into law S. 1716. This bill makes a vital clarification on behalf of livestock producers seeking disaster assistance. In legislation passed earlier this year, Congress had included agriculture disaster assistance to provide much-needed aid to livestock producers who were dealt a blow by drought, wildfires, storms, and other events. Due to an interpretation of the language, however, livestock producers would have been ineligible unless they carried Non-insured Crop Disaster Assistance Program (NAP) coverage. S. 1716 strikes the NAP coverage requirement.
