Nov. 28, 2003 - Issues Management an Often Overlooked Checkoff Benefit

When a crisis hits the beef industry, it’s crucial that there be a system in place to handle it so that the business climate for producers does not suffer.  That’s the philosophy behind an issues management program funded by the beef checkoff program.  Rich Otley, director of evaluation for the Cattlemen’s Beef Board, says the function of issues management is straightforward.

Otley says that among all checkoff-funded program, issues management stands out – especially recently, with animal health issues in the news worldwide.

According to Otley, audits are regularly conducted of checkoff programs.

Otley says that though it’s not always front and center, issues management is important.

The mandatory $1-per-head beef checkoff is administered by the Beef Board, subject to USDA approval.  The checkoff Act and Order, part of the 1985 Farm Bill, was approved by 79 percent of producers in a 1988 referendum.
