      <description>&lt;p&gt;The foundation of the Federation lies in the &lt;a href="/CMDocs/BeefUSA/Federation/fed-act.pdf"&gt;Beef Promotion and Research Act&lt;/a&gt;, which established the national beef checkoff. &lt;/p&gt;
&lt;p&gt;Grassroots producers have a voice in deciding national checkoff programs and priorities through the 10 Federation members elected to the BPOC, who serve with 10 members elected by the Cattlemen&amp;rsquo;s Beef Board.&lt;/p&gt;
&lt;p&gt;Since the Federation is a non-policy entity and was in place before the checkoff became law, it contracts with the&amp;nbsp;BPOC to conduct research, education, information and promotional&amp;nbsp;&lt;a href="http://www.beef.org/" target="_blank"&gt;programs&lt;/a&gt; funded by the beef checkoff.&lt;/p&gt;
&lt;p&gt;In keeping with a long history of pooling state checkoff dollars to promote beef &amp;ldquo;where the consumers are,&amp;rdquo; states&amp;nbsp;&lt;a href="http://beefusa.cylosoftdemo.com/investmentschedule.aspx"&gt;invest&lt;/a&gt; in the Federation to enhance the national checkoff and contribute additional dollars to underwrite grants to targeted beef promotions in consumer-dense areas of the country.&lt;/p&gt;</description>

Through a series of&amp;nbsp;&lt;a href="http://beefusa.cylosoftdemo.com/history.aspx"&gt;historical&lt;/a&gt; actions, it became the Federation Division of the National Cattlemen&amp;rsquo;s Beef Association in 1996.&lt;/p&gt;
&lt;p&gt;Since the Federation is a non-policy entity and was in place before the checkoff became law, it contracts with the Beef Promotion Operating Committee (BPOC) to conduct research, education, information and promotional&amp;nbsp;&lt;a href="http://www.beef.org/" target="_blank"&gt;programs&lt;/a&gt; funded by the beef checkoff.&lt;/p&gt;
&lt;p&gt;The Federation represents grassroots producers and has a critical role in deciding national checkoff programs and priorities by electing 10 of its members to the BPOC. (link to fed bpoc members in leadership section) The Federation elects its own leaders, including a chair, vice chair, and chooses an&amp;nbsp;&lt;a href="http://beefusa.cylosoftdemo.com/leadership.aspx"&gt;executive committee&lt;/a&gt; for its division.&lt;/p&gt;

      <description>&lt;h2&gt;Organizational Role within the Beef Checkoff&lt;/h2&gt;
&lt;p&gt;Defined in the Order as the Beef Industry Council of the National Live Stock and Meat Board, or any successor organization to the Beef Industry Council, which includes as its State affiliates the qualified State beef councils.&amp;nbsp; At the time of the merger, USDA recognized the NCBA Federation Division as the successor organization.&lt;/p&gt;
&lt;p&gt;By its bylaws, NCBA&amp;rsquo;s Federation Division has authority over all checkoff matters within NCBA.&amp;nbsp; &lt;/p&gt;
&lt;h3&gt;Program Development &amp;amp; Implementation&lt;/h3&gt;
