Thursday, the U.S. Department of Agriculture published a proposed rule in the Federal Register titled: Importation of Whole Cuts of Boneless Beef from Japan. NCBA President Jim McAdams of Adkins, Texas, says his organization is not opposed to Japanese beef imports, but insists that U.S. cattlemen get access to the Japanese market before this rule goes forward.

Cut #1         :33         Outcue: "...must get access."

He says NCBA will make it clear to USDA that trade with Japan must be harmonized, and that means open access to the Japanese market.

Cut #2         :33         Outcue: "...as safe as U.S. beef."

McAdams noted that U.S. imports of Japanese beef have always been extremely low, but the principle of fair trade is what matters most to cattlemen. He said all countries should follow World Organization for Animal Health (OIE) guidelines for trade.

Cut #3         :29         Outcue: "...which we base trade."

McAdams added that U.S. Cattlemen not only need back the Japanese market, but must eventually get back to a position where they are able to export U.S. beef throughout the world.

Cut #4         :38         Outcue: "...worry about BSE."
